22 IAS, 10 PCS officers shifted in major reshuffle in Punjab : The Tribune India

Tribune News Service Chandigarh, November 27 The Punjab government on Sunday shifted 22 IAS officers and 10 PCS officers with immediate effect, according to an official order. Among senior IAS officers, 1988 batch officer Ravneet Kaur has been posted as special chief secretary, food processing with additional charge of jails while Anurag Aggarwal has been given the charge of additional chief secretary-cum-financial commissioner, cooperation. Services of IAS officer Malwinder Singh Jaggi have been placed at the disposal of the Department of Local Government for posting as chief executive officer of Punjab Water Supply and Sewerage Board. Vipul Ujjwal has been placed at the disposal of the Department of Transport for posting as managing director, Pepsu Road Transport Corporation, Patiala. Harish Nayar has been posted as special secretary of the Public Works Department while VK Setia as Registrar of Cooperative Societies. Sandeep Hans has been posted as special secretary, general administration and coordination while Kumar Saurabh Raj goes as special secretary, Home Affairs and Justice. Mohammad Ishfaq goes as special secretary, water supply and sanitation while Senu Duggal will be deputy commissioner, Fazilka with additional charge of commissioner, municipal corporation, Abohar. A quick guide to 'preacher' IAS officer Umashankar case

New Delhi: An IAS officer has kicked up a row in Tamil Nadu. C Umashankar, a 51 year old IAS officer has been accused of preaching Christianity at public places. Taking a strong exception to this, the Tamil Nadu government has ordered him not to hold any public religious meetings. The Chief Secretary to Tamil Nadu Government has warned him of action, if he does not stop preaching. The IAS officer is crying foul. Here is a quick guide to understand the whole incident and the controversies surrounding it. Who is C Umashankar? C Umashankar is a 1990 Batch IAS officer from Tamil Nadu cadre. He started his career as an Assistant Collector in 1992 in Tamil Nadu. What is he accused of? Umashankar is accused of preaching Christianity during his working hours and violation of service rules. Chief Secretary to Tamil Nadu Government K Gnanadesikan has banned Umashankar from taking part in religious prayers. In a written directive Umashankar was warned against from taking part in seven prayer meetings scheduled from January 24 to 26 in Tirunelveli, Thoothukudi and Kanyakumari districts. The letter said that he would face "appropriate action" if he indulged in "preaching and propagating" activities. The Chief secretary Gnanadesikan's letter on January 24 said violating the government direction would invite disciplinary action against him under relevant provisions of the All India Services (conduct) Rules, 1968, and the All India Services (Discipline & Appeal) Rules, 1969. IAS Evangelist threatens to move court after Tamil Nadu bans him from holding religious meets The Tamil Nadu govertnmen has barred a bureaucrat from preaching Christianity in the state because such activities were likely to cause communal disharmony and disturb public order. But the IAS officer, Uma Shankar has cried foul saying he has been targeted by the BJP and RSS for exposing corruption. He has also alleged that the state government's move is unconstitutional.
