Rohit Kumar, a techie, purchased a flat on the third floor of an apartment in Koramangala. But he could not sell it since the structure was considered illegal. Reason: Two extra floors had been constructed without obtaining BBMP’s permission. Rohit can neither get a khata for the flat nor can he sell it till the building gets a clean chit. Rohit isn’t alone. There are four lakh property owners in the city in a similar predicament. But there’s light at the end of the tunnel, with BBMP planning to introduce the Urban Property Ownership Record (UPOR) project in 50 wards - a task expected to be completed in 10 months. Subsequently, UPOR will be extended to the city’s remaining 148 wards. UPOR is being touted as the ‘ultimate’ document that establishes ownership of a property. Under UPOR, property details are accurately recorded with both spatial and non-spatial data about a building or a site. It will also minimise confusion among property owners with regard to ‘A’ khata and ‘B’ khata ( property tax payments made by owners like Rohit are recorded in the ‘B’ register maintained by BBMP). Karnataka starts issue of digitised property cards for Bangalore property owners

Karnataka has made available the digitised and geo-referenced property cards called the Urban Property Ownership Records (UPOR) to Bangalore property owners. The UPOR contains all their property-related information. According to a Deccan Herald report, UPOR has been already distributed in four wards in Bangalore and distribution is underway in three more wards. Presently, 30 teams of the Settlement and Land Records Department are working on one lakh properties a month. Munish Moudgil, commissioner, survey, Settlement and Land Records Department, said, “Every month, we plan to distribute one lakh property cards. We hope to complete issuance of property cards for all of Bengaluru’s 25 lakh properties in one-and-a-half years.” See also: Know more about Bhoomi Online 2022 Village land records The objective of the UPOR is to have an official record of ownership of properties in metros. It was introduced to tackle the problem of outdated land records. UPOR includes ownership details like titles, rights, interests and property sketches. The implementation of the UPOR was delayed because of the Covid-19 pandemic. The pilot project of UPOR, with the help of a drone survey, was authorised in Jayanagar and Ramanagara in 2018. The State government is considering making the proposed Urban Property Ownership Records (UPOR) document (also called property card) compulsory for registration of immovable properties in an effort to preventing fraudulent transactions. The UPOR project is currently implemented in five cities of Mysore, Mangalore, Shimoga, Bellary and Hubli-Dharwad on pilot basis by the Department of Survey Settlement and Land Records (DSSLR). Work on the integration of UPOR database and the Karnataka Valuation and E-registration (Kaveri) software is in the final stage. UPOR document will be made compulsory for the registration in these cities if the government gives its nod, Commissioner for DSSLR Ritvik Ranjanam Pandey said. UPOR document is also called property title as it establishes the ownership. The DSSLR will issue the document after verifying all details. The Department will survey, map and measure all properties and verify the authenticity of the ownership using old village maps and revenue records under the project. But the title will not be issued to the disputed properties. Distribution of UPOR documents is underway in Mysore, while the project is ready for roll out in other four cities, he added.
