The city’s civic body will ask property owners in East Zone to register their properties with the e-Aasthi software at Bangalore One Centres soon. The new software being tested on a pilot basis in East Zone will make all khata operations, issue of new khata, amalgamation, division and all other related activities online. The new software has an exhaustive database with 42 datasets about the properties, while the old one had only eight. “The new database will include geotagged photos of the property, photos of the owner among several other data points. These details need to be further spot verified by revenue officials. Hence, populating this database is a time consuming cumbersome process,” said Deepak R.L., Special Commissioner (Revenue), Bruhat Bengaluru Mahanagara Palike (BBMP). BBMP has now decided to crowdsource this database, asking property owners to register their properties at Bangalore One Centres for a fee, following which revenue officials would verify these details submitted on the ground. “Presently, issue of khata is taking a long time of two to three weeks. This will be reduced once the database is populated,” he said. Based on the success of e-Aasthi software in East Zone, the project will be expanded to South and West Zones, covering the entire core city. “Outer zones have been lagging in computerisation. Khata signifies an account of property assessment for the purpose of tax payments in Karnataka. It is a document that identifies the legal owner of a property, one who is liable to pay the property tax. The document records information like the name of the property owner, the size of the property, location, built-up area, tax assessment, property number, demarcations, and all other information needed to file property tax. It is is essentially required to calculate the tax payable on a property. Importance of Khata acquisition Khata is a necessary document needed for obtaining trade license, building license, building plan approval, bank loans, and loans from other financial institutions. Paying property tax is mandatory for every property owner and the document serves as an inevitable document for the purpose. It is also needed to apply for electricity and water connections. It is necessary even while selling a property. Eligibility to obtain Khata Any individual who owns a property located within the jurisdiction of Bruhat Bengaluru Mahanagara Palike (BBMP) is eligible to obtain the certificate. The Bruhat Bengaluru Mahanagara Palike (BBMP) is in the process of implementing the e-Aasthi system in 97 wards in the core zones. However, the roll out is having an impact on the issuing of khata extract and khata certificate and collection of property tax arrears till 2007–08. In a press release on Saturday, BBMP Commissioner N. Manjunath Prasad urged citizens to cooperate with the civic body and bear with the delay in issuing the requisite property documents. The delay has been attributed to the transfer of data set of properties from the old system to the e-Aasthi system. In November last year, the BBMP implemented the e-Aasthi pilot in three wards in Shanthinagar division — Neelasandra, Shanthinagar and Shantalanagar. The project is being implemented with an objective of bringing in more transparency, stamping out illegal transactions, and cutting out middlemen, apart from giving property documents a digital avatar. The benefits of e-Aasthi are multifold, BBMP officials said. Impersonation during registration is avoided as property documents will bear the photo of the owner and illegally created property documents can be easily identified. For instance, the khata certificate issued under the new system will have 46 different kinds of information. The documents will be digitally signed, barcoded, and uploaded onto DigiLocker.
