BENGALURU: Covid-19 seems to have managed to do what the city’s administration and urban planners have miserably failed at: Reduce traffic congestion. In a city where infrastructure projects like Namma Metro are plagued with severe delays, work from home and virus scare have turned into brief agents of change, cutting down vehicle numbers and decongesting roads. TomTom (TOM2), the geolocation technology specialist, on Wednesday released the 11th edition of its annual TomTom Traffic Index, a report detailing traffic trends seen in 404 cities in 58 countries, throughout 2021. “Bengaluru slipped to the 10th position from last year’s sixth and saw a 32% average decrease in congestion compared to the pre-Covid period in 2019, with 49% and 37% average dip during morning and evening rush hours, respectively. The remarkable shift happened within two years, when it ranked as the most congested city globally in 2019,” said a statement. Despite a drop in congestion levels, four cities from India featured in the TomTom Traffic Index’s global top-25 list: Mumbai (5), Bengaluru (10), and New Delhi (11) and Pune (21). “2021 was the year where changes in our working habits were solidified: the home office is becoming a standard for many companies; teleconferences have replaced physical meetings and flexible work hours allow many commuters to avoid and offset their rush hours. The California Vehicle Code defines a sideshow as an event where two or more people block or impede traffic on a highway so they can perform motor vehicle stunts, speed contests, speed demonstrations with their cars, or reckless driving for spectators. Karnataka passes Bill for new traffic authority: What is this body, how it will work

The Karnataka Legislative Assembly Tuesday passed The Bengaluru Metropolitan Land Transport Authority (BMLTA) Bill, 2022, which had been tabled in the monsoon session earlier this year. The legislation will be applicable to the Urban Mobility Region of Bengaluru and is aimed at the “regulation of development, operation, maintenance, monitoring, (and) supervision of urban mobility” within the said region. The enactment of the Bill will ensure a Comprehensive Mobility Plan for the gridlocked city, by adopting sustainable urban transport models. Integration of land use and transport planning are also key elements. The legislation also provides for measures such as “congestion parking, parking regulations, tolling, special purpose lanes etc. to regulate travel demand in the Urban Mobility Region.” It addresses the “overlap in responsibilities and functions” of different institutions and departments related to transport in the city. BENGALURU: The Home minister Araga Jnanendra announced the decision after a meeting with DGP Praveen Sood, Bengaluru City police commissioner The traffic police have come under criticism over the past few weeks for allegedly harassing motorists in the name of enforcing traffic rules and towing vehicles without following guidelines. The criticism turned into anger after two videos surfaced: one showed a bike owner running behind a towing vehicle begging to release his vehicle; and the other showed an ASI manhandling a woman over a towing issue. The people were also angry over traffic police attaching more prominence to checking vehicles and collecting fines than managing traffic. Till August 31, 2021, the government has collected Rs 176 crore in fines from motorists for traffic violations, of which Bengaluru contributed Rs 90 crore. Many MLAs are said to have cautioned the government about the harassment caused to motorists and how it might hurt the party in the upcoming BBMP elections. The meeting discussed hefty fines collected for traffic rule violations, and the home minister stressed the need for slashing fines.
