New software tech to make panchayats more accountable in Karnataka

Elected representatives will henceforth find it difficult to take gram panchayat (GP) meetings for granted, thanks to a first-of-its-kind technology intervention under the government’s Panchatantra 2.0 (P2.0) software, which authorities promise can keep democracy in rural local bodies intact. P2.0 is the new software platform governing GPs, implemented by the Rural Development & Panchayat Raj (RDPR) department. According to Additional Chief Secretary (RDPR) L K Atheeq, the new software has a dedicated Meeting Management Module. “The module conducts meetings through the digital process so that decisions are recorded as they are taken and they are not subsequently altered or tampered with,” he told DH. Elected members skipping gram panchayat meetings is a major problem facing grassroots democracy. “Any member who skips four meetings stands to be disqualified. But, most of them complain that they weren’t aware there was a meeting. Now, the system will generate meeting notices and SMS texts will be triggered,” an RDPR source said. Quorum of elected representatives has been made mandatory for meetings. Biometric attendance is also compulsory at the start and end of a meeting. “Digital meeting notice generation, adding of participants, creating of meeting proceedings are all conducted on the P2.0 application,” the department said in a note. Gp Portals Caught In Software Transfer Limbo, No Data Online

HUBBALLI: Online data of gram panchayats, such as contact numbers or details of an ongoing projects are unavailable for two months on https://rdpr.karnataka.gov.in/ and may not show up for the next few months as the rural development and panchayat raj (RDPR) department is shifting from the Panchatantra portal to Panchatantra 2. The data of over 5,600 gram panchayats (GPs) connected to the RDPR website are not available. The Panchamitra.kar.nic.in, from where information was shared through the Panchatantra software, is currently defunct. As a result, MGNREGS workers and organisations, beneficiaries of GP schemes and other stakeholders are struggling to get information and are forced to visit GPs for minor problems. Transparency could be thrown out of gear as it may require over a year to streamline the online data. Shafi Shaikhshawali, a former GP president of Danapur in Koppal district, said that the RDPR department has assigned the development work of Panchatantra 2.0 to a private company. “However, it has not set a deadline for the task. Moreover, usage of Panchatantra 2.0 has been more difficult as one needs to download the excel sheet for contacts or information related to GPs. Earlier it was easily viewable to all without any requirement for downloading. If we want the contact number of one officer, we need to download the whole file on the mobile or computer. The legend about the origin of Panchatantra traces back into the times of King Amarashakti, who appointed a scholar named Vishnu Sharma to educate his three sons. Vishnu Sharma realised that conventional teaching tools and techniques did not work well with these princes, so he taught them thro ugh small Panchatantra stories instead. Bengaluru: The Basavaraj Bommai-led government has made its promise that allows people in rural areas to pay their property taxes online. Property tax payments were made manually during these years, which allowed money to be siphoned. Apart from tax payments, the Bapuji Seva Kendra website also offers a variety of other services, including the issuance of Forms 9 and 11, building construction licences, occupancy certificates, water supply connections, and so on. The upgraded website is a part of Panchatantra 2.0, the recently launched software platform for managing Gram Panchayats. The earlier version of Panchatantra, according to the RDPR Department, led to several irregularities in the collection of property taxes, including the failure to enter taxes that were collected, underestimating tax potential, and entering a lower amount to keep the rest of the tax money, etc.
