Centre Agrees To Sanction Rs 12,911 Crore For Polavaram Project: Andhra Pradesh According to officials, the sanctioned amount of Rs 12,911 crore also includes Rs 2,000 crore to cover the extra expenditure caused by the allegedly faulty construction of the diaphragm wall built during the TDP government. Polavaram, Andhra Pradesh: The Central government has agreed to sanction Rs 12,911 crore to Andhra Pradesh for completing the first phase of Polavaram Project, an official statement from the state government today said. The union finance ministry has issued a memorandum approving this quantum of funds, officials said. "This is a result of the unrelenting efforts, negotiations and consultations by the chief minister with the Centre," the press note said. According to officials, the sanctioned amount of Rs 12,911 crore also includes Rs 2,000 crore to cover the extra expenditure caused by the allegedly faulty construction of the diaphragm wall built during the TDP government. Officials said that the finance ministry has sent this memorandum to the union water resources ministry, including offering exemption from compound payment of bills as it is causing project delay. Chief Minister Y.S Jagan Mohan Reddy on Tuesday said that the Polavaram Multi Purpose Project would be operational before the onset of kharif operations in the year 2023. While rounding off a short discussion on the construction of Polavaram Multi Purpose project in the Legislative Assembly, Mr. Jagan said most of the major components of the project had been completed. “I am happy to announce before the August House that we are on the right track in completing the Polavaram project. We have completed the spillway, completed installation of 48 crest gates and got four cylinders fabricated, completed the upstream cofferdam and downstream cofferdam, the work on the power house has begun and the R & R package would also be implemented. All these works have been done without drum-beating like Mr. Chandrababu Naidu had done while he was in power spending a whopping ₹100 crore, in a publicity stunt. We have neither taken people nor engaged in publicity. We are awaiting for design approval from Central Water Commission and once we get the approvals, we will complete the project within 18 months,” said Mr. Jagan, who explained the various stages of construction through a power-point presentation. The diaphragm wall was damaged as a portion it had been washed away in the Godavari floods. Chief Minister Y.S. Jagan Mohan Reddy on June 6 (Tuesday) inspected the ongoing works at the project site and enquired about the action plan to carry out various repair works, including that of the diaphragm wall. In a high-level meeting later, Water Resource Department engineers told Mr. Jagan Mohan Reddy that “the Ministry of Finance has issued a memorandum for the grant of ₹12,911.15 crore to complete the first phase of the Polavaram project. It includes ₹2,000 crore meant for construction of the damaged diaphragm wall.” The Ministry of Finance had also communicated its decision on the grant to the Ministry of Jal Shakthi. Polavaram diaphragm wall work done in record time

Marking an important milestone in one of the country's largest multi-purpose project ‘Polavaram” in Andhra Pradesh, the work on the diaphragm wall which forms the foundation for the Earth-cum-Rock-Fill (ECRF) dam, has been completed in 414 working days. The dam will be built 150 feet high to store 194 TMC of water. The diaphragm wall that is constructed below ECRF prevents the leakage of water across the dam from the bottom of ECRF through sand pores. Chief Minister N Chandrababu Naidu on Monday unveiled a Pylon at the project site, marking the record making event. Describing the project as the lifeline of the state, Naidu said that the project is finally taking shape after overcoming several hurdles. “I congratulate the engineers and the workers for achieving the feat within a record time of 414 working days (79 days flood season in between) from 1 February 2017 when I laid the foundation,” he said addressing farmers drawn from 13 districts of the state. The Chief Minister has so far conducted 25 physical inspections and 63 virtual inspections. He said that the project will be completed by the end of 2019. “Once completed, the dam will be able to irrigate 7 lakh acres in the state,” he said. AMARAVATI: Irrigation experts are unable to take a final call on the designs of the diaphragm wall of the Union minister In fact, the CWC appointed an expert committee headed by former IIT Delhi professor CWC officials have also echoed the argument that comprehensive data is already available on the amount of the damage. They have asked the expert committee to suggest remedies based on available data. Sources said the expert committee is reported to be studying allowing a parallel diaphragm wall instead of repairing the damaged structure. The Centre had promised to take the additional financial burden on account of repairs or a new diaphragm wall. Experts suggested that it would be better to construct another diaphragm wall instead of looking to estimate the amount of damage to the previous one. The Centre is likely to finalise designs in another 10-15 days.

Speaking to mediapersons, he took objection to TDP chief N Chandrabbu Naidu’s comments and said the TDP chief was trying to mislead the people. Explaining the salient features of Polavaram project with focus on the diaphragm wall, the minister said it is worrying that a section of media is reporting selected facts about the project and its progress. He challenged Naidu for a debate on Polavaram anytime, anywhere. “Lack of proper planning in execution of Polavaram project works by the previous government has led to the submergence of several villages, even before R&R package was implemented. After our government was formed, we completed the R& R package and completed the upper cofferdam,” the minister said. Meanwhile, 63000 cubic meters of rock filling works have been completed in the lower coffer Dam and large-scale arrangements were made to fill the gaps in the river near the lower coffer Dam. The Department of Water Resources has placed special emphasis on the construction of the Lower coffer Dam. The construction of the upper and lower cofferdams will be followed by the construction of the Earth cum Rockfill Dam. On the other hand, plans are afoot to start ECRF works as soon as the construction of the upper and lower cofferdams is completed. Works are in full swing to ensure that it is completed within the deadline set by the government.
