New Delhi: A storm of criticism, ridicule and memes was unleashed last month when Amitabh Kant, one of the most powerful civil servants in the country, said reforms are much harder in India than in China because it is “too much of a democracy” . Kant, a 1980-batch IAS officer of the Kerala cadre, might have touched a raw nerve with his comment but he would know better. He is the CEO of an institution that replaced the Planning Commission six years ago, on this day, as the cradle of reform in India. In his first address from the ramparts of the Red Fort in 2014, Prime Minister Narendra Modi had announced the replacement of the 64-year-old commission with a new institution “having a new design and structure, a new body, a new soul, a new thinking, a new direction, a new faith towards forging a new direction to lead the country…” And the new direction was to be based on “creative thinking, public-private partnership, optimum utilisation of resources, utilisation of youth power of the nation” to empower the state governments and the federal structure. Accordingly, the National Institution for Transforming India (NITI) Aayog was formed on 1 January 2015. Notes on the NITI Aayog

The Government of India’s premier policy think tank, NITI Aayog was launched in 2015 to provide directional, policy and relevant technical advice to the Centre, States, and Union Territories. In addition, it was enacted to design strategic and long-term policies and programmes for the Government. It replaced the Planning Commission which was (until 2015) running for 65 years. However, the usefulness and significance of the Commission have been questioned for a long time. Experts opine that NITI Aayog is a more relevant solution to the current economic needs of our nation. Prime Minister Narendra Modi is the chairman of NITI Aayog, whereas the vice-chairman is Dr Rajiv Kumar (September 2017 – present). NITI Aayog full form stands for the “National Institution for Transforming India.” It aims to boost its economic growth and development and build a strong nation. Two hubs fall under NITI Aayog, namely: • Team India: It is in charge of leading Indian states’ participation and the central government. • Knowledge and Innovation Hub: This develops the thinking capabilities for the nation. NITI Aayog is building itself as a state-of-art Resource Centre with all necessary resources to speed up and advance the government’s research and innovation powers to help it manage unforeseen problems. The National Institution for Transforming India, also called NITI Aayog, was formed via a resolution of the Union Cabinet on 1 January 2015. NITI Aayog is the premier policy ‘Think Tank’ of the Government of India, providing both directional and policy inputs. While designing strategic and long-term policies and programs for the Government of India, NITI Aayog also provides relevant technical advice to the Centre and States. The Government of India, in keeping with its reform agenda, constituted the NITI Aayog to replace the Planning Commission instituted in 1950. This was done in order to better serve the needs and aspirations of the people of India. An important evolutionary change from the past, NITI Aayog acts as the quintessential platform of the Government of India to bring States to act together in national interest, and thereby fosters Cooperative Federalism.

The headquarters of NITI Aayog is in New Delhi and was established by the Indian government. Before NITI Aayog, there was a Planning Commission formed on 15 March 1950. The Planning Commission was non-constitutional. This commission had two major functions: first, to formulate five-year plans, and second, to distribute money to states and ministries. The first 5-year plan was formulated for 1951-56, and the final five-year plan was formulated for 2012-17. When the Narendra Modi government came into power, it abolished the Planning Commission, replacing it with NITI Aayog. India has had, so far, a total of 12 five-year plans.
